26 марта 2019. В Туркменистане совершенствуется пастбищное законодательство

Turkmenistan’s Law on Pastures was adopted in 2015. Since then, the agricultural sector has undergone several structural and conceptual reforms, creating the necessity to amend the law, as well as updating bylaws and regulations related to its enforcement. Together with the Ministry of Agriculture and Environment Protection of Turkmenistan (MAEP)*, GIZ organised a working meeting on “Improvement of Pasture Legislation in Turkmenistan” to discuss bylaws drafted with SLU-CA support and which are currently undergoing approval process at the MAEP.

The meeting gathered representatives of the Parliament, MAEP, Forestry Department, Institute of Deserts, Flora and Fauna, Service of Land Resources (Ahal and Lebap districts), Livestock and Veterinary Scientific Centre of the Turkmen Agricultural University, Academy of Sciences. During the meeting, participants informed each other about the structural changes being implemented and examined the proposed bylaws. As a result, it was jointly agreed to draft recommendations and pass them to the MAEP for further revision and approval. It was also agreed to finalise additional draft bylaws and pass them to the Ministry as well.

Participants also decided that as soon as the bylaws are adopted, piloting process in two etraps (districts) of Akhal province should be launched.

Mr. Berdi Berdiyev, Head of the Department of International Ecological Collaboration and

Projects Coordination Department of the MAEP, remarked: “With the assistance of GIZ, the Ministry has initiated another important meeting for the improvement of pasture law that needs to address current activities on the livestock farmers privatisation and structural reforms.”
