Tajikistan is one of Central Asia’s most vulnerable countries with regard to climate change.
Climate projections indicate increasingly frequent extreme events such as floods, droughts and storms. This represents a significant threat to the livelihoods of Tajikistan’s rural population.
Adapting to climate change remains a challenge for many in the country – particularly those
living in rural areas. Access to energy is also a major issue: renewable energy and energy
efficiency are especially high on the agenda as Tajikistan is a mountainous country with very
few fossil resources. Hydroelectric power plays a dominant role in the energy mix. The capacity of hydropower stations is limited in winter, however, as very little water is available due to the cold temperatures, leading to regular energy bottlenecks. Biomass and solar power are promising options for supplying energy to remote rural regions.
Against this backdrop, there is a pressing need for improved access to climate finance and
strategies for the effective use of financial resources. Expertise on climate finance already exists in the country – in particular due to the experience gained within the Pilot Program on Climate Resilience. In order to ensure the available potential can be leveraged more effectively, the Tajik Government has requested support from the Climate Finance Readiness Programme (CF Ready)CF Ready.
We supported the setup of the National Designated Authority (NDA) in Tajikistan for the Green
Climate Fund (GCF) within the Committee for Environmental Protection (CoEP). Capacity
development of National Designated Authorities and awareness raising on GCF is a key for
enhancing countries’ ownership, and we provide training and ongoing advice to increase the
technical capacities of the institution in order to ensure that the institution is in a position to
effectively perform its tasks as NDA. Developments in climate finance are dynamic and
sometimes it is difficult for country to keep track. We disseminate latest information in order to
keep the country informed about latest changes.
We also established the coordination mechanism to ensure systematization of country
coordination and multi-stakeholder engagement in the GCF-funded activities in Tajikistan. It
includes three main bodies: the Government of Tajikistan, the NDA, and the Technical Expert
Group (TEG). The coordination mechanism assures consistency of project proposals with
national climate strategies and plans of Tajikistan (so called the “no-objection” procedure). Each funding proposal before it is submitted to the GCF has to receive a letter of “no-objection” from the NDA. It is a mandatory pre-condition for funding proposals to be considered by the Fund.
The “no-objection” from the NDA implies that a submitted funding proposal is in conformity withTajikistan’s national priorities, strategies and plans.
Through the CF Ready activities, we support drafting a financing concept for the national
adaptation strategy and support the Ministry of Agriculture in prioritising project proposals and
programmes for GCF financing as well as financing from other sources.
At the local level, we are strengthening the capacity of institutions to carry out climate projects
rapidly and effectively. Support is being provided in the development of adaptation plans in the
context of local forest management strategies and an auditing procedure for the incorporation of climate change impacts into local land use plans.
