The Pasture User Unions (PUU) Draft Charter in Tajik and Russian languages was presented at the final annual conference of the National Network of Pasture User Organizations, held on February 6 in Dushanbe. The conference was organized within the framework of the EU project FLERMONECA (Forest and Biodiversity Governance Including Environmental Monitoring), which is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in Central Asian countries.
PUU Draft Charter was jointly developed by practicing specialists involved in the management of pasture, who represent both non-governmental and governmental organizations of local, district and national levels. This fundamental document includes description of the rights and obligations of the Union, its goals and objectives, structure and membership, registration procedure and other important information. According to the participants of the conference, this document will be very helpful in the formation of pasture user organizations.
The conference featured a presentation of specialized Pasture Calendar, which was handed over to representatives of farmers from remote areas. This unique calendar composed in Tajik language will allow pasture users to promptly plan and note all necessary agricultural and livestock activities with regard to international and national methodologies.
The conference participants discussed the results of past year’s work, gave consideration to the new goals and objectives, developed the mechanisms to promote the dialogue between pasture users, aimed at improving coordination and sharing of knowledge. The issues of PUU taxation, access to land, pasture management planning, gender dimension of pasture management and other questions were discussed during the plenary sessions of the conference.
National Network of Pasture User Organizations was established on August 23, 2013. Currently, it includes more than 50 representatives of governmental, international and non-governmental organizations, as well as academics and practitioners.
